Nearly half of Americans over 65 will pay for some version of long-term health care, the landscape of which is quickly transitioning away from nursing homes and toward community living situations.

County waiver programs pay for physical, behavioral, and mental health group homes through Home and Community-Based Services (HCBS) waivers, which are part of the Medicaid program.

The EW program is a federal Medicaid waiver program that funds home and community-based services for people who:

  • Are 65 or older
  • Require the level of care provided in a nursing home
  • Choose to live in the community
  • Are eligible for Medical Assistance (MA) payment of long-term care (LTC) services

Racial disparities exist in nursing home care, with Black residents more likely to die due to COVID-19, according to a Kaiser Family Foundation report published in October 2020. One major issue: Black aging people are more likely to be sent to bad nursing homes.

We like to emphasize the critical importance of maintaining smaller staff-to-resident ratios and fewer residents per facility. Research indicates that such measures significantly reduce the transmission of infectious diseases, ensuring a safer environment for our residents. By fostering closer interactions between staff and residents, we can enhance care quality and promptly address health concerns. Prioritizing these strategies is essential for safeguarding our community’s well-being.
